Create a Outline

Organized your brainstormed content from the previous section into outline form. The goal is to find a logical home for all of your content, grouped under 5-10 main sections. These main sections will become your main site navigation (main menu). Sections within these main section will become your sub-sections (secondary menu).

1. Maine Section
          A. Sub-Section
          B. Sub-Section

On this site, the Main Sections are "Web Design, Print Design, Web Tutorial, Search Engine Marketing, Home, About, Testimonials and Contact." The Sub-Sections make the up the secondary menus. On this site they are on the left here under "Website Tutorial Menu". To make a highly usable and easy to navigate site, aim for 5-10 main sections which have no more than one level of sub-sections. This keeps all content no more than 3 clicks away.

Balance Your Content

If a section or page has too much content (text), consider creating a new section for it. In addition, if a section or page has too little content, consider consolidating it with another section or page. You should aim for a balanced presentation throughout your site.

Conclusion

A well organized site is easy to navigate site. All the content on your site should fall naturally into main categories and sub-categories that will become your main and secondary menus.
